On the afternoon of December 19, 2025, the third enlarged meeting of the fourth council of Shanghai Rare Earth Association was held on schedule in the conference room of Shaw Building of East China University of Science and Technology. The meeting was chaired by Rao Xiaolei, President of the Association, and attended by Guo Changfa, fourth grade researcher of the New Materials Division of Shanghai Municipal Commission of Economy and Informatization, Zhu Mingyue, Honorary President of the Association, together with the directors and supervisors of the Association, representatives of JiuJu, and representatives of some member companies. The number of directors attending this meeting fully meets the requirements of the association's constitution, and all the agendas are in strict compliance with the norms and orderly progress.

At the beginning of the meeting, all participants listened attentively to the report "2025 Annual Work Summary and 2026 Annual Work Plan of the Association" and "Explanation on the Employment of Senior Consultant" made by Cui Zhongni, the Secretary General of the Association. The report systematically sorted out the results of the Association's work in policy promotion, industry exchange and collaboration, and accurate member services, and clearly drew a blueprint for the next year centered on the synergistic development of the industrial chain, technological innovation and upgrading, and two-way docking of international cooperation. Representatives of JiuJu Company and all the directors and supervisors participated in the consideration of the documents, and after full discussion, voted unanimously to adopt the above two documents and form a formal resolution of the meeting.

In the awarding ceremony, President Rao Xiaolei awarded honorary president Zhu Mingyue and senior advisor Wu Jianshi in turn, and expressed sincere gratitude to the two experts for their professional contributions to the industry and the development of the association; then President Rao awarded the bronze medals of governing units to representatives of JiuJu and other governing units one by one, and encouraged each unit to take the responsibility, take the initiative, and join hands to promote the rare earth industry of Shanghai to a new stage of high-quality development. Representatives of JiuJu Company solemnly received the medal and expressed that they would effectively fulfill the duties of the governing unit, actively participate in the work of the Association, and inject corporate strength into the development of the industry.

Zhu Mingyue, Honorary President of the Association, made a special speech around the policy direction of rare earth industry, domestic and international development situation and enterprise response strategy. He pointed out that the current international rare earth industry pattern is experiencing deep adjustment, the domestic policy guidance is becoming clearer and clearer, enterprises need to strictly abide by the policy red line, precisely anchored in the direction of development. The association should give full play to its role as a bridge between government and enterprises, and do a good job of policy interpretation and transmission to ensure that all member enterprises, including JiuJu, understand the policy and use it well. President Zhu emphasized that rare earth as a national strategic resource, the expansion of downstream application scenarios is the core key to industrial development, and hoped that the majority of enterprises to implement the spirit of the Central Economic Work Conference, firm development confidence, relying on Shanghai's high-end manufacturing industry advantages, focusing on the application of rare earths in the field of new energy, high-end equipment and other innovations, to create a distinctive business card for the development of Shanghai's rare earth industry.

Guo Changfa, a fourth-grade researcher of the New Materials Division of Shanghai Municipal Commission of Economy and Information Technology, highly affirmed the results of the Association's work in this year, and focused on the interpretation of the Commission's universal support policies in the field of new materials and the reporting process. He said that despite the challenges of the current macroeconomic environment, the rare earth industry, as a national strategic support industry, shouldering a heavy responsibility, but also contains a wide range of development opportunities. Guo Changfa encouraged member enterprises such as JiuJu to face up to the short-term difficulties, maintain strategic determination, increase R&D investment and scientific and technological innovation, and enhance market competitiveness with core technology. At the same time, he hoped that the Association would continue to optimize the member service system, accurately identify the development needs of enterprises, build an efficient government-enterprise communication platform, strive for more policy dividends for enterprises, and help the industry develop steadily and healthily.

Mr. Rao Xiaolei, President of the Association, made a summary statement and announced the successful completion of the agenda of the meeting. He said that the association will continue to strengthen the platform hub function in the future, in the policy docking, technical exchanges, industry chain synergies and other dimensions for member enterprises to provide more accurate services. He called on the government departments to strengthen the industry standardization and supervision, while increasing the support for R&D and innovation of the rare earth industry and the extension of the industrial chain, to create a high-quality industrial development environment; and expected all member enterprises, including JiuJu, to concentrate their efforts, give full play to Shanghai's leading advantage in the application of rare earths, and jointly promote the industry to achieve high-quality and sustainable development.
